Maryland Loan Repayment Programs (MLRP) are designed to address the recruitment and retention of health care professionals in underserved areas of the state. Dedicated health care professionals can benefit from assistance with higher education loan repayment, which is available in exchange for a service commitment at an eligible practice site.

The Conrad 30 (J-1 Visa Waiver) Program allows qualified foreign-born physicians to practice in the United States and provide essential health care services in underserved areas of the nation. The program aims to address provider shortages to improve access to care.
Every year under the J-1 Visa Waiver Program, Maryland receives 30 J-1 Visa Waiver slots for primary care and specialty physicians. Within these 30 slots, up to 10 can be outside of Health Professional Shortage Areas (HPSAs), Medically Underserved Areas (MUAs) or Medically Underserved Populations (MUPs), considered FLEX spots.

Though dedicated health care providers work to meet the varied health care needs of Marylanders every day, health care workforce shortages persist. The Income Tax Credit for Preceptors in Areas with Health Care Workforce Shortages Programs (Preceptor Tax Credit Programs) aims to improve the number of graduating health care professionals and support the recruitment and retention of the health professional workforce in Maryland. Through an annual application cycle, the program authorizes a credit against the State income tax for individuals who served as an uncompensated preceptor in certain preceptorship programs in health care workforce shortage areas within the most recent tax year.

The National Health Service Corps (NHSC) Loan Repayment Program (LRP) offers primary medical, dental, and mental and behavioral health care clinicians the opportunity to have their student loans repaid, while earning a competitive salary, in exchange for serving in urban, rural or tribal communities with limited access to care.
